Mandatory Car Insurance

Twenty-dollar scratch tickets, mandatory car insurance and asking Congress to pull out of the United Nations are just a few of the items on tap for the Legislature this week.

On Friday, the Joint Legislative Ethics Committee is scheduled to hold a formal hearing on three ethics violations lodged against former House Speaker Gene Chandler. The committee postponed the hearing until the end of the month to see what an Attorney General’s Office probe discovered.

There has been no word if the investigation by the attorney general has been completed.

At 9:30 a.m. on Monday, Gov. John Lynch will hold the first in a series of public hearings on the proposed Medicaid reform, also known as GraniteCare. The forum will be at the Police Standards and Training facility in Concord. More forums will be held across the state, yet no dates or locations have been set yet.

The House will have it’s first session day on Wednesday, but it’s a light calendar. For several years the House has met on Thursday, but House Speaker Doug Scamman, R-Stratham, said returning session days for Wednesday will allow the House to come back the next day if it can’t get through the entire calendar.

Meanwhile, the Senate will meet on Thursday, with about a half-dozen of bills before the body. One of them is a resolution to make April Boston Red Sox Month in New Hampshire.

House committees will have a full slate again this week. On Tuesday, the House Commerce Committee will hear testimony on House Bill 117, which would make auto insurance mandatory. That committee will also examine a bill seeking to establish a study committee to look into the awarding of the bid for the state employee health insurance contract.

That contract made headlines last year when an attorney general’s probe found a Benson administration "volunteer" inappropriately received $187,000 in commissions.

The House Judiciary Committee will hear testimony on a proposed constitutional amendment seeking to change the appointment of judges to five years, which may be renewed. There have been several attempts to change the appointment process for judges in the past which have failed. Currently judges can stay on the bench until the mandatory retirement age of 70.

Rep. Russ Albert, R-Rochester, will ask the House State-Federal and Veterans Affairs Committee on Wednesday to support his resolution asking Congress to withdraw the United States from the United Nations.

The House Criminal Justice and Public Safety Committee will hear a bill on Thursday which seeks to repeal tougher penalties for so-called hate crimes. Also on Thursday, the House Health, Human Services and Elderly Affairs Committee will examine House Bill 238, which seeks to legalize Marijuana for medicinal purposes.

In the Senate, the Ways and Means Committee will hear testimony on Wednesday for Senate Bill 20, which seeks to increase the limit for lottery scratch tickets to $20.
